It is the forward-current rating at Tc = 25°C. The more useful hot-case point for many designs is 30 A at Tc = 140°C.

Does QC represent total converter switching loss?

No. QC describes capacitive charge at the stated reverse voltage. Total loss also depends on conduction, the companion switch, parasitics, operating frequency and the measured waveform.
